The horizontal panels take the UV load and are where clear coat failure is most often reported on older Sportages. Once the clear has gone, the colour underneath has no protection left at all.
This is the honest limit on a Kia. If the paint is already letting go of what is underneath it, nothing applied on top will hold it down - it will keep lifting with a very expensive layer on it. We would rather check and tell you than take the job.
